LANGUAGE ACCESS PLAN

Purpose

Eloy Fire District has developed a Language Access Plan (LAP) for Limited English Persons (LEP).  This plan is intended to provide language assistance to persons with limited English proficiency who wish to access services provided by Eloy Fire District.  This includes person who do not speak English as their primary language and have limited ability to read, speak, write or understand English.

 

Title VI of the Civil Rights Act of 1964 is the federal law which protects individuals from discrimination on the basis of their race, color, or national origin in programs that receive federal financial assistance. In certain situations, failure to ensure that persons who have limited English proficiency can effectively participate in, or benefit from, federally assisted programs may violate Title VI’s prohibition against national origin discrimination.

 

Persons who, as a result of national origin, do not speak English as their primary language and who have limited ability to speak, read, write, or understand English may be entitled to language assistance under Title VI in order to receive a particular service, benefit, or encounter.

Limited English Proficiency Population

According to the U.S. Census Bureau American Community Survey 5 year estimates for 2017-2021, approximately 38.5% of the Eloy population speaks a language other than English.  91% of this group speak Spanish.  An estimated 19.9% of the Eloy population speak English less than “very well”.  The Eloy area is home to a large private facility for US Immigration and Customs Enforcement where employees are in contact with individuals who use varied and diverse languages.

Notice to LEP Persons

Eloy Fire District will take appropriate steps to inform all interested persons of the provisions of this policy. This plan is available in Spanish and will be posted on the Eloy Fire District website.  A LEP person will be provided services when obvious, and may also request communication in their language upon request:  in person, by phone, by fax, by email or in writing.

Vital Document Translations

Vital Documents are considered to be any notification that would directly impact individuals of the LEP population.  This could include: incident reports, inspection reports, violation notices or other similar documents.  The Fire Chief will review and determine the appropriate classification of documents.  Eloy Fire District will translate its Vital Documents for LEP population at no cost.
