REGULAR PUBLIC MEETING OF THE ELOY FIRE DISTRICT BOARD
May 9, 2022
- Call to order and confirmation of quorum. A meeting of the Board was called to order by Board Chairperson Belinda Akes at the Eloy Fire District Administration office, located at 4010 N. Toltec Road, Eloy, Arizona at 1804 hours on Monday, May 9, 2022. A quorum was confirmed with four members present: Toni Lorona Carlson, Tom Cortez, Edward Sauceda, and Belinda Akes.
- Pledge of allegiance. Board Chair Belinda Akes led the pledge of allegiance.
- Call to the Public: No members of the public addressed the board.
- Special Ceremony: Pinning Ceremony. Fire Chief Kelly Weddle explained the various requirements for personnel to complete probation or be promoted.
- A. Firefighter Ethan Hunt. Will be presented at a later date.
- B. Firefighter Reiss Rhodes. Reiss Rhodes received his Firefighter badge.
- C. Firefighter Kolby Cutrer. Kolby Cutrer received his Firefighter badge.
- D. Captain Matt Mayo. Matt Mayo received his Captain badge.
- E. Battalion Chief AJ Sauceda. Will be presented at a later date
- Consent Agenda:
- A. Minutes of the regular district meeting on April 11, 2022.
- B. Financial Statements.
- C. Approval of Warrants.
- The Board reviewed the Minutes, Financial Statements, and Warrant List. Fire Chief Kelly Weddle reported that ambulance revenues are ahead of last year, and the district continues to have strong monthly collections. MOTION made by Edward Sauceda to approve the Consent Agenda Items A, B, and C. SECONDED by Toni Lorona Carlson. MOTION PASSED (4 Ayes: Akes, Lorona Carlson, Sauceda, and Cortez; 0 Nays).

- Business
- A. Review, discussion and possible action on Resolution 22-002, use of Certificate of Participation funds for PSPRS. Chief Weddle explained that this document was reviewed by district counsel and is needed to allow the budget capacity to accept and use the Certificate of Participation funding to pay the PSPRS liability. MOTION made by Toni Lorona Carlson to approve Resolution 22-002, use of Certificate of Participation funds for PSPRS. SECONDED by Edward Sauceda. MOTION PASSED (4 Ayes: Akes, Lorona Carlson, Sauceda, and Cortez; 0 Nays).
- B. Review, discussion, and possible action on Resolution 22-003, Combined Resolution for the Pinal County Treasurer. This is the annual update for bank signers for the county accounts. MOTION made by Tom Cortez to approve Resolution 22-003, Combined Resolution for the Pinal County Treasurer. SECONDED by Edward Sauceda. MOTION PASSED (4 Ayes: Akes, Lorona Carlson, Sauceda, and Cortez; 0 Nays).
- C. Review, discussion, and possible action on 2022-2023 fiscal budget. Chief Weddle presented the budget for the upcoming fiscal year and the new format required by law. Information item only, no action taken.

- A. Division Chief Report. Division Chief Nate Bailey presented his monthly report.
- B. Fire Chief Report. Chief Weddle presented his monthly report.

- Adjournment. MOTION made by Tom Cortez to adjourn the meeting. SECONDED by Edward Sauceda. MOTION PASSED (4 Ayes: Akes, Lorona Carlson, Ybarra, Sauceda, and Cortez; 0 Nays). Chairperson Akes adjourned the meeting at 1847 hours.
